How do I get into the cave that mewtwo is in? I've already beaton the elite four and my rival.

You need to get the National Dex (obtained by going to Pallet Town with 60+ Pokemon in the Pokedex) and have given the Ruby and Sapphire Plates to Celio on Island 1, the Ruby Plate is in a cave on Mount Ember where two rockets were standing, and the Sapphire Plate is located on Island 6, but first you must help someone on Island 4 (didn't want to spoil your fun) and then when another event is triggered, the Sapphire Plate is located on Island 5.

Did you get the national dex?? Catch 60 Pokemon then talk to prof. Oak, then he will give you the national dex. Then go to Cerulean Cave, if still can't enter, just beat the league again.
