You go to One Island and you go to Kindle Road which is on the right, Surf to the right a little bit then go up until youre on another island then walk upwards until you reach a cave go inside (dont worry theres no Pokemon in there) walk up the stairs and go to the left and talk to the guy standing between two waterfalls and he'll give you rocksmash.

Go east of One Island,Surf and look for a cave on the land.Go up until there and go in.Find the old man.Talk to him,He gives it to you
