Does a Dragon Scale make Seadra evolve into Kingdra?

What else can it be used for?

Yes Dragon Scale makes Seadra Evolve into Kingdra. But you also have to Trade it.

I don't think there are any more uses for the Dragon scale. I checked my guide but of course it doesn't show Pokemon numbers 252-386.

does that mean you have to trade it to another pokemon game that u have. then it evolves. then trade it back to ur pokemon sun/moon game?

Yes. A dragon scale does make a Seadra Evolve into a Kingdra.

Also how do you get Tododile?
