Trade your Haunter to a friend.
Haunter evolves into Gengar when it is traded, so you'll need someone that you can Trade with that you trust will trade it back to you.
Other reasons why your Pokemon does not Evolve:
1. Your Pokemon is holding an Everstone.
2. Your Pokemon hasn't reached the requisite level of friendship for evolution.
3. Your Pokemon is in the Daycare.
4. Your Pokemon is knocked out.
5. You pressed the B button.
