How to get out of cerulean city?

I got to cerulean city beat the gym leader and that’s my first badge but to use cut it tells me I need 1 more badge but I can’t get back to beat Brock and I can’t go forward cause I need to use cut to get to the vermillion gym leader. HELP!!!

Beat Misty and after that beat your Rival. You can now use Cut easily.
