Get the Tea from the woman in Celadon, she is in the building that you get Eevee. Give the tea to the guard and she will let you through.

First you get the Tea from the lady in the mansion at Celadon City then you give it to one of the guards.

Get the Tea from the tenant of the Celadon Mansion's first floor and give it to any of the guards at the Saffron checkpoints.

In Celedon City, There Is A Big Building ( The Place You Get Evee From If Yah Got It ) And Speak To A Woman At The Counter, She'll Say Stuff About Dont Get Fresh Water, And She'll Give You Some Tea, Then Go To A Gaurd Who Wont Let You Into Saffron And Then You'll Give Him The Tea, He'll Drink It And Then Let You Through!

Well first you go to Celadon City then go to the Mart/Mall what ever you want to call it. Go to the Last floor and buy a water from the vending machine and then give it the first guard you meet.
