Yes they appear naturally but there is only a 1 in 8,132 chance of you meeting one. They can be in the wild or hatch from eggs. If you breed a shiny Pokemon there is no change in the ratio of the chance of getting a shiny Pokemon from the egg.

You can get shiny Pokemon with or without cheating... The chances of finding one are very slim though. I got lucky and found a Blue Ditto (out of thousands of Pokemon battles).

Yes. It is a VERY VERY VERY VERY VERY VERY small chance of you even finding a shiny pokemon. But there are some around.

Yea but you can't just pick one they are totally random. You catch them in the wild.
