How do I get the HM's Dive and Waterfall?
PS: What is the best team to beat the pokemon-league for the first time?

I'd have an Electric type Pokemon at about level 55, like Raichu or Jolteon.
Then, a psychic Pokemon at about level 60, like Alakazam.
Then a grass type, such as Venusaur.
Then, a very strong Ice type Pokemon, at about level 65 or 70, like Articuno.
And I'd also have a good water Pokemon like Vaporeon.
And also, put a fire type Pokemon in your party like Charizard or Arcanine.
In other words, your team should be like this:

Thunder
Thunderbolt
Thundershock
Shockwave
Alakazam lv.60
Psychic
Psybeam
Future Sight

Venusaur lv.60
