Iknow that unown exclamation mark appears in viapois chamber,but I haven't seen it,can you help?

If you've finished the Rock Puzzle on Seven Island, you should be able to find Unown in the ruins that are located south of Seven Island.
The "!" Unown can be found in the Viapois Chamber of the Tanoby Ruins. It is very rare, and it might take quite some time to find one. If I remember correctly, there is only a 1% chance that a "!" Unown appears instead of a "Z" Unown.

You need to get all 26 unown and then go to the stone panel behind the ladder in the ruins.
