I have already given the ruby and sapphire to celio.. Now what?? Where can I get the quest to find Mew??

You cannot find Mew in Pokemon FireRed. You can only obtain one by Trade or a Cheat/Code.
The main reason to the fix Celio's Machine is so that you can have access to Cerulean Cave and Mewtwo. If you have fixed Celio's Machine and have the National Pokedex, you will have access to Cerulean Cave. Mewtwo can be found deep inside Cerulean Cave.

Once you have given the Sapphire to Celio you can catch Mewtwo in Cerulean Cave.
