Go to Celadon City. Go into the mansion and on the ground floor there is an old woman. Talk to her and she will give you some Tea. Give the tea to one of the guards and he'll let you pass. He also says he'll share it with the other guards so they will also let you pass.

In Celadon City, in the apartment complex, the old lady with a bunch of Pokemon, and Meowth will give you Tea. Give this to the guards near the gate entrance of Saffron City.

In Celadon City, there is skyscraping apartment building with an old hag inside. Chat with her to recieve the Tea, which then you can submit to the guards at the Saffron toll entrances.
