You get metal coat on Five Island at the Memorial Pillar near the very bottom of the memorial pillar on land.
The Memorial Pillar is south of Five Island you have to Surf to the memorial pillar.

You can get metal coat from a wild Magnemite or Magneton which could be found in the Power Plant or the Cerulean Cave.

If a wild magnetite or magneton arrives, how to get metal coat. I have tried using the thief ability, but no success.
