You either have to go to a nintendo event. Or you need to have one of these GBA accesories:xploder, gameshark, AR, codebreaker, or e-reader.

I believe the Nintendo event for this game has passed already so now the only way to get these items are through Pokemon FireRed Action Replay Codes. You can easily find these codes by clicking this link.
