Sorry, but I don't no the action replay codes but I can answer your second question
these 3 tickets can be obtained by going to a nintendo event or cheat device.
With it you can travel to the southern island, this ticket is for Ruby/Sapphire depending on which version you have will determaine which one of these you battle.
Either Latios or
Latias
