Does any one know how to get mew,celebi,and jirachi without a action replay or gameshark !

You can get Mew on Emerald by traveling to new world island..
On Ruby and Sapphire there is a glitch on some games that causes celebi to appear, as for Jairachi I suggest you get a cheating device or Trade with a friend if they have one.

For once I'm agreeing with nintendo_dude.
You can't get those pokemon without an ar or any cheats device, or without a nintendo event.
Cooltrainer Nikole is weird.

DO NOT LISTEN TO COOLTRAINER NIKOLE. It is not true, I have heard of these ways, and they were wrong. Unless you have a Japenese version, these Pokemon cannot be caught legitimately. Mew however, can be caught in Emerald, so buy Emerald, catch Mew and Trade him to FireRed, and that is legit.

The only way to get Mew is to buy Emerald and get a speacil ticket from a pokemon event then go to an island (sorry don't know which one) and catch him.
As for Jirachi buy pokemon channel and complete it then hook up your gameboy advance to it and go to the speacil event in the options section and Ta-Da Jirachi is yours (by the way make sure you save in a pokemon center and have a space in your party before you download him)
Also to everyone who doubts me I have got Jirachi this way and I have prove he is on my Ruby game with the trainer name: Channel.
But as for Celebi there is no way to get him other than AR or GS sorry.
