Question for Pokemon FireRed

You know if you surf up from 5 island you get to resort island, well there is this house and its Sephy's house but nobody's there.

Who's Sephy and when does she go to there house?

You need to rescue her from the Lost Cave which is located next to it, and go back and she will be there !
