Question for Pokemon FireRed

What level does Kabuto learn a water attack? And can you give me advice on my Pokemon so I can beat Brock?

You don't need water attacks, just use metal claw !

Level up charmandar to like level 20-- USE METAL CLAW ON ALL BROCKS POKEMON ITS SUPER EFFECTIVE.
