No, but it can be obtained in Emerald with a ticket.

No, but in Emerald, you will be able to go to an island called World's Edge Island, with an Item called Old Sea Chart, Nintendo will give then at their events.

You can get Mewtwo in Cerulean Cave, but there is no way to obtain Mew without cheating.
