There is a lady who lives in the cottage on Cape Brink on Island Two. She can teach those moves to your Pokémon.

Take them to the top of seconed Island and put your Starter in front and talk to her.
Only the exact Pokemon you started with will work.

Go up from Island 2 and get that lady in the house up there to teach it to them.
PS. This only works if your Starter is in the front of your party.
