Can anyone please tell me how to obtain the bicycle?
I cant seem to be able to buy one.

You need to go to the poke club in Vermillion.
Talk to the president and he will give you the Bike Voucher.
Go back to the Bike shop & Trade in the Voucher...

Go to the fan club in Vermilion City and listen to the president's rant.
At the end, he'll give you a Bike Voucher.
Give this to the Bike shop attendant and he'll give you a bicycle for free.

OK, you gotta go to Vermillion City and go the most upper-left house.
GO inside and talk to the gentlemen wearing a hat and he will give you some sorta gift card to buy a Bike at this store in Cerulean City.

You go to the next city and into the pokemon fan club, listen to the president talk bout stuff and get the bicycle pass and go to the bicycle store and get a bicycle.

Go to Vermillion and look for the house that has the pokeball lokking thing and talk to the old man sitting next to the lady at the head of the table, listen to him and he will give you the Bike Voucher.
Now go to cerualean city and talk to the man who is behind the counter and he will give you a Bike.
