Deoxy's can be got by using an e-reader and scanning this special card which lets you go to Sevii Islands 8-9.
Jirachi can be gotten by uploading him from the bonus disk that comes with Pokemon Colleseum by using the GBA to GC link.
I think the bonus disk is sold out by now so...:/

Get Jirachiby buying pokemon colleseum and use the bonus disc, or an action replay.
I don't know about Deoxys.
