You need to go to five islands and someone will give it to you.

Go to Five Island and go left all the way over.
Surf up. You should see a gap to your left ( the gap is pretty big).
Go in the gap. Keep going until you see an island. Go on the island and talk to the man.
OR, you can Trade Togetic from Coloseum and breed Togepi eggs.
