You need the Pokeflute and have a Pokemon know Cut. To get the Pokeflute beat the Poke tower in Lavendar and Mr. Fugi will give you the flute.
Then wake up the snorlax in Celadon catch it or whatever and then Cut down that tree by the entrance then go into that house a girl will give you Fly for not telling anyone where she is.
