I've done nearly everything but can't find the item finder, can someone please tell me exactly where to get it?

You can find the Item Finder by talking to Prof. Oaks aid in the building at the end of Route 11, east of Vermillon City. He's on the second floor. (You'll need to have owned or caught at least 30 different kinds of Pokemon.)
