Does anyone know where to get a haircut in POKEMON FIRE RED and if you can not get haircuts in FIRE RED how do you evolve EVEE into ESPEON ???

Every now and then go to your rivals house and his sis will give 1 Pokemon a haircut
P.S. I hate it to but you can't get Espeon without Pokemon Colesseum.
