Question for Pokemon FireRed

I need to get the Ruby (the gem) I beat the Pokemon champion, I talked to the 2 team rockets in 1 Island but I can't battle them =(

Please help me!

You need to talk to Celio in the Poke center first.

You must beat the pokemon League and have 60 Pokemon and talk to Professor Oak then talk to Clio and then you can fight them.
