1) Go to the right at the bottom of the Cycling Road. You will pass through a building, go upstairs. A man looking out the window wants to Trade one for another Pokemon, sorry I can't remember what.

2) The legendary birds and a high level Starter Pokemon are good, and if you can raise a Dratini up to Dragonite that would help a lot too.

1.Trade a gold duck for a Lickutung in one of those buildings when you go upstairs.

I think you Trade it with somebody, well thats what you do on Leaf Green.

To get Lickitung, catch a Golduck. Head to Fuschia City, and go to the gatehouse that connects the bicycle path to the city. Go upstairs, and a by will Trade your Golduck for a Lickitung!
