It is one one of the islands, I think it is the 4th one. Talk to some guy and he will give you and egg where you hatch Togepi.

On the 4th island I think you talk to this guy after you have been through the water labryian and he will give you an egg make sure you are only carrying five Pokemon or less or you wont get it(sorry about spelling)

You have to go to the 5th island and go to the labrinth go only about halfway up and go to the left there should be an island talk to the guy and he will give you an egg only if you have 5 or less Pokemon with you. Also hatch the egg and it will be togepi I have a togetic right now! Sorry about the answer being so long.

You need not do your Pokemon too harshly or the guy will no give the egg to you
