Seeing as the lineups in the Pokémon League before you face Mewtwo are the same as in the old games, no.
Yes it is a good team. Your Pikachu is probably going to help you out the most (especially agianst Loreli she's the hardest of them all) and Lances Gyarados. Evolve your Pickachu into Raichu after it learns thunder.
You should have it know thunderbolt, thunder, megapunch, and mega kick.
Your party is looking good.
I've beeten every Pokemon game and finished a Pokemon Crystal Pokedex.
Its a good team considering where you are in the game but remember that they will need to be at least lv.35 to be a match for the next phase this is what you should do to get them up some more in the order you should do them if you haven't:
Defeat the rockets in the first base (get silph scope after you beat Giovanni, next to where you beat him in the pokeball).
Go up the tower in Lavender Town beat the cubones mother near the top, then defeat the rockets and talk to the man.
Speak to the man in the house he will give you the poke flute.
Leave Lavender Town by the south train your Paras and Pikachu on the way down along the water, make sure you catch the snorlax though(dont sweat it if you dont get it though theres one to the west of Celadon. When you get of the wooden like path use your Charmeleon, get it to lv.36 to Evolve it into Charizard. Then train up your Vaporeon,Paras and Pigeotto for the rest.
Go back up to lavender then to Celadon and west through there defeat or catch the Snorlax, then go down the bicycle path defeat lots of trainers. Mainly you should use the snorlax and Dugtrio because they are useful against these:Snorlax's special effect stops it from being poisoned, and Dugtrio's ground attacks are super effective egainst poison. Here are some example moves for your tema and levels.
