Nope! However, if you want Tyranitar, Cipher Head Evice has him as his Shadow Pokémon in Pokémon Colosseum. Import it into your game (after you beat Evice, of course) and put it in the Breeding Center. If you put it in with a Ditto, you will get a Larvitar.

On 7 Island in grass around Tanoby key it is uncommon and lvl15 so be careful.

So you want know whether you can get Larvitar, well....NO!!! Just kidding, you can.
Go south on Seven Island into the grassy area. The Johto Pokemon in there are Phanpy, Larvitar and Skarmory. Larvitar unfortunately is at L15.

Yeah you can get one actually, it's around one of the seven Islands in the ice cave. I think it was or around there, trust me they rock.
