You have to go to the secret house in the Safari Zone game, you talk to the man and he will give it to you.

Go to the Safari Zone in Fushia, don't try to catch Pokemon go right to the end of the Safari Zone and in that area there is a house go in the house and talk to the man in the house and he will say you are the first to reach it and you have won Surf.
