1) How do I get past the gost in the top of the Pokemon tower in lavender?
2) How do I get he gards saying the road is closed to let me past?

1) You have to get the silph scope in the Celadon Game Corner basement thing from Giovanni. Once that is done, you unveil a Marowak (L30). You can't catch it, and running will just start you over again, so you have to faint it.
2) If you recall, there was an old lady w/ Pokemon on the first floor on the Pokemon Mansion in Celadon City. Talk to her and she gives you Tea, which you give to the guards to get past into Saffron City. There, you can get TM29(psychic), a Hitmonlee/Hitmonchan, and one of your Pokemon can learn mimic when you have a Poke doll in your bag.
