Get the Ruby Plate and give it to the guy working on the communications center on Island 1. He'll give you a new pass to get to Islands 4-7.
For Islands 8 and 9, you need special tickets that come from Nintendo events.

Once you obtain the Ruby plate, talk to Celio, and he will give you the rainbow pass, allowing you to go to islands 1-7.

You can get to islands 4-7 by getting the Ruby plate and giving it to Celio. Yes, I did know Deoxys have 3 forms.
