First because it answers question 1. First you have to go to Mt. Ember on One Island. Then you battle the two Team Rocket grunts. They will leave allowing you to go into the cave. The Ruby is in the cave. Then you take the gem back to Celio. He will then give you the ticket to get to islands 4-7 and he will give you another page to the map.
To get the Sapphire you must first go to island four and go into Icefall Cave there you will find HM07 if you fall through part of the ice. You can now go up the Waterfall at the entrance. You will fight a Team Rocket goon. Then leave because there isn't any thing on the water. Next take the ferry to island six. There is a cave that you fall through different holes once you reach the sapphire a Team Rocket scientist will steal the gem and take it to the Rocket Hideout on island five.
