First you need to get a SILPH SCOPE from somewhere I forgot and go to the Pokemon Tower in Lavender Town and go threw it at the last stair way a thing will say:get out intruders...
With the silph scope it will tell you its a level 30 marowak kick its but and go up stairs their will be 3 or 4 rocket grunts "guarding" Mr Fuji talk to him he will take you to his house.
Then give you the pokeflute.
PSS: if you get the chance and get a ITEMFINDER use it where he was.
