Once you fulfill a certain requirement (I think that it is capturing all of the original legendary birds and defeating the Pokemon League) when you talk to Prof. Oak he will tell you about an outbreak of Johto Pokemon in the Sevil Islands.
After he does, proceed to One Island and up to Mt. Ember. Once you reach it head east along its lowest terrace and defeat the rockets there. When you have beaten them enter the cave and retrieve the Ruby. Take it to Celio and he will give you a Rainbow Pass, which lets you access One Island through Seven Island.

Easy. Beat the pokemon leauge. But thats not all. You must capture 60 pokemon to get the National Pokedex then go to knot island. (Island one) and talk to Celio. He gives you the rainbow pass allowing you to go to all the islands from number 1-7.
