HOW CAN YOU DRIVE THE TRUCK?

When you go to vermilion city port and go to the s.s. Annie dock and surf till you
Get to the island with the truck how do you drive it?
Also I went and caught deoxys on the island but I can't find the hidden item.

You can't drive the truck. Its just for show.
