The only way to get todedile is if pick him as your Starter or through Trade.

Well I'm pretty sure what you would do is complete the hoenn Pokedex Emerald and beat the elite 4, then proffessor birch will give you a totodile if you pick it out of the three starters from the Johto region, but then you would have to beat the elite 4 and find the gems in fire red anyway to Trade it to fire red.
