Where can you gain access to the other islands after you have already been to three island?

Get at least 60 entries in your Pokedex, and then go speak with Prof. Oak. He'll update your PokeDex to the National Dex so you can obtain all 386 entries via trading! But first...
Go to One Island and talk to Celio. He'll mention the Ruby and Sapphire, and he says the Ruby is here on the Island. Surf up to Mt. Ember, and find a few Rockets standing guard outside a cave. Take care of them, go inside, make your way through the caves, and you'll find the Ruby!
Now, take it back to Celio, and he'll give you the Rainbow Pass, gaining access to all seven Islands! (there are two other Islands, but they're inaccessible without a Gameshark or special ferry tickets)

You have to beat the Pokemon League before you do anything else.
