Static is an ability....only certain Pokemon have this ability.
The only way for any other Pokemon to have that an ability is for you to use Pokesav in connunction with an Action Replay.
The following Pokemon have static as an ability:
Pichu / Pikachu / Raichu / Voltorb / Electrode /Elekid / Electabuzz / Mareep / Flaafy / Ampharos / Electrike / Manectric
