How can I get the kanto starter without cheats do I need 60 Pokemon in my pokedex before I challenge the elite four?

Trade from Fire Red or Leafgreen. To get the Johto started you need to fill your Hoenn dex (exept jirachi and deoxys) then talk to Birch.

1) To get one of the 3 Kanto starters (cyndaquil,chikorita,and totodile)
You must complete the hoenn dex.
2) You don't but if you beat the elite4 with at least 60 Pokemon in your
Pokedex then you'll get the national dex.

If you get all 202 Pokemon in the hoenn dex, you don't need jirachi or deoxys, then you can go to professor birch and he will givve you a choice between totodile, chikorita or cyndaquil. I suppose it's a useful thing to do if you have lot of opportunity to trade even though none of the starters are tremendously good.

To get the Johto Starter, you need to fill your Pok�Dex (Captured), excluding Jirachi and Deoxys. Talk to Professor Birch and he will give you the choice of a Johto Starter. If you want a Kanto Starter, trade from Fire Red and Leaf Green.
