1) It's all based on luck.
2) At a store. Of course you need an Action Replay for Action Replay codes.
3) It's the same thing for Emerald too.

1) since the phrase changes fairly randomly, it's impossible to know. One way around this is to trade with a friend who has a feebas, or to at least find someone who has the same "trendy phrase" as you AND also knows which tiles to fish on for feebas (and no, I havent found one!)

2) there are plenty of action replays for sale on ebay or other online gaming stores/auction stores, and yes, you will need one to use the codes.

Also, some people floating about the place can also give you moves, as a once off, you can only teach one pokemon. I'm not sure if someone will teach your Pokemon sacredfire. I think dusclops can learn it, I'm unsure, though

Because sacred fire is not a tm, youll have to get a Pokemon that will learn that move and then raise it to the level it will learn that move. I will get back to you with the compatible Pokemon and the lvl at which they learn the move.
