By using a cheating device or going to a Nintendo Event. You should use a cheating device by buying an Action Replay or Gameshark at a store and just using the warp code, because the Nintendo Events are being focused on Diamond and Pearl in Japan.

Action Replay GS or a Time Machine and go back in time to the Nintendo Event
