Cheating devices and or Nintendo Events
It's the Old Sea Chart...not Sea Scroll

You have to go to a nintendo event but it's over now just use game shark.

If you meant Old Sea Map, use a GameShark or Action Replay code to get it.

Well, you can either go to a nintendo event, or you can make it a whole lot easier and cheat.

Only three ways to get it, two of them are legit.
1) Cheat using a Cheating device like Action Replay or Gameshark.
2) Go to a Nintendo Event like Pokemon Rocks America.
3) Mystery Gift with a friend who has it.
For future refrence, it's the Old Sea Chart.

Try to Mix Records With someone who already has it. That is how I got it.
