It's a type of GameShark or Action Replay code that changes what the wild Pok�mon are.

It's a cheat allowing you to modify the wild Pokemon you encounter. You can change their looks, theire stats, and their levels. But you change change what the Pokemon is. For example, you could change a wurmple to look exactly like a jirachi and name it jirachi and give it the level and stats, but it would still be a wurmple.
