You must first wake Kyogre....go to the biggest dive spot in route 126 and find the Aqua Hideout...wake Kyogre and then you will know the rest..

Did you go to the Magma Hideout? If you didn't, go to the Jagged Pass and clear that. Rayquaza will come to Sootopolis to stop Groudon and Kyogre's fighting. When that happens, you should be able to enter the 8th Gym.

Awaken Rayquaza to end the fighting between Kyogre and Groudon. Then the gym door will unlock.
