No! It's not true

No it is not true, you can't go to johto. Although you can actually get jhoto Pokemon from the safari zone and once you complete the pokedex you can pick from chikorita, Totodile, or cyndaquil.

Yes it's true. Complete the Hoenn PokeDex and Professor Birch will give you a choice of any the Johto Starters. You can also catch some Johto Pokemon in the Safari Zone extended area when you get the National PokeDex.

Yes after you have defeated the elite 4 and obtained the national dex (from Prof. Birch after the elite 4). Then you go to the safari zone on to your right you be abble to find SOME of the jhoto pokemon.

Yes you can get johto pokemon.

Indeed it is. Some Johto Pok�mon can be caught in the new extensions of the Safari Zone after defeating the Elite 4, plus Sudowoodo and Smeargle in the Battle Frontier. Others will have to be traded from FireRed and LeafGreen.
