Question for Pokemon Emerald

I have a very simple question:
1)you can cautch all the legendaries using a gameshark\actionreplay?i mean celebi,mew,jirachi,deoxys,ho-oh,lugia?
2)which is best to buy gameshark or action replay?whick is their difference?
3)which is the tickets of the Pokemons(analitically if you can) I mentioned above

2.Action Replay
3.Deoxys = Aurora Ticket
Lugia and Ho-oh = Mystic Ticket
Mew = Old Sea Map

1. YEs you can catch all the legendaries using a gameshark or action replay.
2. Well I prefer the action replay, becuase it is more reliable.
3.For Deoxys you need theAurora Ticket
For Lugia and HO-OH you need the Mystic Ticket
LAstly for Mew you need the Old Sea Map
