To get them officially you need to go to a nintendo event (i only know that they are in america).
But seeing as you might not get to one .you will need an action replay or gameshark code.

You could go to a Nintendo Event, wait hours in a queue after paying a ridiculous amount of money to actually get there to be able to get one of them. Or you cuold do the smart thing and get an Action Replay and use the Encounter code for them to appear. I advise the Action Replay, it's cheaper and you can use it as much as you like.

There are no current plans for any Nintendo Events, and why would they go back to those older games if so anyway?? That is the official way to get them, but they already did the Mystic Ticket in 2005 at 5 or 6 places in the US for a day, but they were mostly in the West, so I doubt too many made it there and got the ticket. Aurora was the year before with even less dates. Once they do them they don't do them again. The Old Sea Map hasn't been given out yet, but may not be since it was to get Mew, but they gave him out in September of last year at Toys R Us stores everywhere in the US for Geoffrey's Birthday.
I suggest you just get an Action Replay and use warp codes to get to each island and then they will be as good as if you had gotten them with the ticket, they'll obey, trade into other games, and look as real as any except you won't have the official ticket in the game, but if he's traded into another one you can't even tell! Warp codes are easiest as long as you turn them off when you get to the island. Ticket codes are tougher to work as they often need enabler codes, too, and sometimes don't work at all. Plus there's other codes for stuff, too, and encounter codes so you can get a particular Pokemon anywhere Pokemon run wild normally, and other stuff that you can mess around with. Just be careful, don't use too many codes at once, and always check before you save to make sure you like the results or didn't mess something up.
