You need a Dragon Scale which can be obtained by catching wild bagon's or horsea's...After than attach the item to a Seadra and trade it to R/S/FR/LF/E and then trade it back and it will evolve.

You need a Seadra and a Dragon Scale. Have Seadra hold the Dragon Scale and trade it to a friend. Seadra will evolve into Kingdra.
